Can I bill my Housing Estate Management Company for the cutting/trimming of overhanging branches above my parking space?

I am one of the directors of the Management Company of our Housing Estate.  We currently are looking at quotes to cut/trim/remove trees/hedges and bushes all over the estate.  One leaseholder wants to pay a random figure to get the tree above her parking space sorted because she has a new car ; ignoring the fact that it would beneficial for ALL to have it done comprehensibly by a qualified entity of our choice, knowing that nothing has been done for years due to miss management from previous directors.

She has threatened to commission the work and bill the management company.  Is this legal? Can she do that? We disagree.  Can she trim the hedge near and above her parking space at her own cost? Does she need our agreement?

All leaseholder are paying service charges and everything is carefully budgeted, can we be bullied into accepting payments which would need to be paid back in order to speed work for the benefit of mostly one leaseholder?
