Appealing a parking fine

On 14/09/17 at Middlesbrough Leisure Park I was issued with a ticket for not displaying a blue disabled badge while parked in a disabled parking bay. On the return to my car, I immediately called over the parking attendants and showed them that my blue badge had fallen onto the floor of the car. The attendant who gave me the ticket apologised and said that he would contact the company (Excell Parking) and explain, saying that he thought that it would be cancelled. I visit DW Gym 3 times a week and have been using this car park for over six years. I suffer from Multiple Sclerosis and have never had any problems with parking regulations before. The company rejected my appeal and I the appealed to the Independent appeals service who also rejected my appeal. They stated that, "even though the appellant appears to be a blue badge holder...." There is no doubt through the company's own employees that I not only am a blue badge holder, but that on the day in question, it was in my car. I totally support any company charging anyone without a blue badge for parking in disabled bays. My fine has gone up from £60 to £100 and I feel that given the circumstances that this is totally unfair to charge a person who is disabled. I would be grateful for any advice that you can give me.
