Where do I stand on current checkout agency requests to vacate a property?

I began a tenancy in June 2014 and received a contract with a general note on the front page stating that the agreement may be used for residential tenancies of three years or less. I have not received a further contract and did not query it.

I have contacted the agency to inform them that I wish to vacate the property. They have issued a checkout procedure form which I would like your expertise on.

It mentions that:

  • A checkout fee of £80 plus VAT will be retained from the deposit – this has never been communicated before.
  • The carpets are to be cleaned by a professional – I would prefer to clean them and I own a carpet cleaner.
  • The (unfurnished) property is to be cleaned by professional cleaners – under current COVID circumstances; I would prefer it if people did not enter the property.
  • Windows are to be cleaned inside and out – with my current work situation, £450-£500 seems an excessive amount to pay towards cleaning and I cannot afford it.
  • The agency is to be advised of all utilities for them to cancel billing to the property – I have contracts for gas, electric and Internet and wish to take them to my new address; otherwise, I will have to pay termination fees.
  • Furthermore, I am concerned that the agency will do their utmost to retain the deposit, without acknowledging that I have lived in the property for 6 years.
