Who is liable for council tax and utility bills if house empty?

When me and my partner split, she moved out and I continued to live in house. I had to change the insurance and utility bills into my name. I changed the council tax into my name as I got single person discount. She paid half the mortgage. We got a sale on the house and I moved out into rented apartment. This sale fell through. We both continued to pay half the mortgage but she said she had no money so I struggled but managed to pay the council tax, utility bills and insurance. I want half the money back for the bills etc but she is saying they were in my name so its my problem. I’m saying it was half her house so she should pay half the standing bills while the property was empty. Therefore my question is can I claim her half of the money back in a small claims court?
