This is a really tricky situation and anyone needing to give you accurate and realistic legal advice will need a lot more information about your particular circumstances.

However, if your daughter is in care (i.e. there is a court order placing her in the care of the local authority) then the local authority also has parental responsibility and the ability to make decisions about your daughter's welfare. By and large for children in care, their PR tends to trump that of the biological parents.

As with any issues concerning children, if this question came in front of a court, the principles that would be used are set out in s2 of the Children Act 1989 and these include the wishes and feelings of the child (in light of their age and understanding).

By the time a child is 13 they will almost certainly have their own, very strongly held views about what they do and do not want other people to know (and that includes their parents).

In your daughter's case, it may be important to know why she does not want you to have this information. If there have been issues in the past (which may have contributed to social services becoming involved) then these would be relevant as well.
