Can I refer my case to the ECHR? The CCRC has TWICE refused to refer my case to Court of Appeal

I was convicted for conspiracy to commit fraud.The CCRC has refused to refer my case to the Court of Appeal TWICE. I obtained fresh evidence from a witness who was not presen at trial. The CCRC refused to refer my case on the grounds that he is not an independent witness beacuse we attended the same primary school 40 years ago. He is not a family member. This breaches my right to a far trial.
