Might the position of hospital consultant be considered to constitute public office?

We have reported a hospital consultant to the police on the grounds (amongst others) she lied to an internal case investigation (and allowed those lies to be passed on to regulators). We claimed she held public office, and therefore fell foul of 'Misconduct In Public Office'. One DC - researching this 'on the Internet' - decided that she didn't, and the charge is not to be considered. The DC did say he was willing to receive solicitors' input, but closed his investigation - without warning - before we could submit it.
The case is coming up for review (we have to apply by the end of the first week in March), and, as we have already received an official apology for the manner in which he conducted the investigation, we are hopeful of progress this time around. I am looking for an endorsement of the case for the consultant holding public office, to submit; I myself am convinced the consultant does, having read the Law Commission's 2015 'Issues Paper' on this offence. I have no legal background, but have prepared a case based around it. Who - names, please - could assist me with this?
