My daughter's phone was stolen at school while in their care. Is the school liable and can I sue for the cost to replace? 

Unfortunately deposititng 'trade waste' in a recipticle intended for domestic recycling does indeed amount to the offence quoted. It seems very petty but increasingly councils are checking to make sure that commercial premises have contracts for the disposal of their waste. Not legal advice but I have arranged for the monthly collection of my recycling with a local company for £12 per collection. I think we can expect cash strapped councils to utilise all means, fair or foul, to get revenue in their coffers in the future. As usual with these things, it is usually the low hanging fruit, that will get picked.

Hello. Your son's solicitor is the one who knows the case best and from the information you provide I don't feel that there is anything to criticise in terms of the advice that he is giving you. The charging decision is obviously what is awaited from the CPS and with assaults, there is a tendency to undercharge rather than over charge. Even if the charge is an attempted s.18, it is likely that your solicitors will make representations to the CPS offering a plea to an alternative. As far as the timescales involved, alas as with much legislation, the law of unintended consequences rears it's head. The reform of the Bail Act limiting the time that police can keep people on bail is effectively circumvented by releasing people 'under investigation' which has the effect of removing the constraints of the Bail Act. The severity of the alleged offence I am afraid has little effect on how quickly the CPS review the evidence in a case before make a determination as to the appropriate charge. I currently have youth clients who have been released 'under investigation' for serious matters waiting in excess of 6 months. In reality there is little that your solicitors can do to speed up the process, which is probably of little comfort to you.
