First of all if you have any concerns about your immigration adviser you should check that they are regulated. Solicitors can be checked by confirming the SRA registration number of the firm and solicitor and a quick way to do this is to go to the Find a Solicitor service on the Law Society Website.
Where the advisor is not a Solicitor they should be regulated by the appropriate profession body. Usually this will be the OISC and you can confirm their status wtih a regulator.
It is not unusual for disbursements (payments for things other than your legal fees) to be paid on your behalf. However, you should also be given the opportunity to make the payment directly for Home Office fees particularly as this can be done online by card.
If you have concerns about this request that you pay the fees directly and be given the details to do so.
