Will my father have to honour my mum's trust will?

It will depend whether or not your brother left a Will.

If he did then what happens to his assets and who makes decisions determined by the Will.

If he died without a Will then who is entitled to his assets is decided by the intestacy rules and may be his wife (if he was married) or his children (if he was not). Without a Will which appoints you, you may not be the person entitled to make the decision.
