My sister also has PoA. Can I buy my Mums house and use the funds for her care home fees?

You need to establish if the POA is for Financial affairs as opposed to Health, it must be registered with the office of public guardian and you need to see if you need to act jointly with your sister or whether you can act ‘severely‘ I.e. on your own. If it is joint both you and your sister will need to act on the sale
