CAFCASS Safeguarding International Police Check incomplete, Judge dismisses Direct Contact, Allows Indirect contact, Appeal or Re Apply?

International police check was incomplete and now completed, District Judge upon CAFCASS recommendation had dismissed direct contact. The judge had given remarks previously wants 12 months in direct contact monitored but nothing mentioned in final order. 21 days appeal period ends 3rd May 2018. Need urgent advice wether to appeal or wait and re apply after 12 months complete in August 2018. Any time limit to reapply? Can N161 be submitted through email to court?
